former enclave in the Republic of South Africa that was located on the border with Lesotho and set aside for Sotho people as part of a government program of racial segregation

Note: Qwaqwa, South Africa's smallest Bantustan, was declared to be independent in 1974, but was reincorporated into South Africa in 1994.
